How to Check Criminal History in Jefferson County
Begin with Wisconsin Circuit Court Access, also called WCCA or CCAP. It is free, needs no account, and shows public circuit court cases across Wisconsin. Select Jefferson County when the case is known to be local. A case number is the strongest key. Name searches work too, but common names and aliases can produce several candidates. Compare the county, date of birth when displayed, charge details, and docket dates before deciding that a result belongs to one person.
WCCA is only the public docket view. A sheriff or city police report supplies the incident narrative. The county jail or Sheriff app supplies current booking and custody information. The Wisconsin Online Record Check System, or WORCS, returns a point-in-time state history built from fingerprint-supported submissions. Keep a full name, birth date, possible former names, incident location, and rough date ready, then use the channel that answers the actual question.
- Search WCCA by case number or party name and select Jefferson County.
- Match the case through dates, charge history, and other public identifiers.
- Ask the arresting agency for its report and the jail for a separate booking file.
- Contact the Clerk of Circuit Court for pleadings, judgments, archives, or certified copies that WCCA does not display.
- Order WORCS when a Wisconsin DOJ repository response is the record needed.
The official WCCA search screen shows the public route into Jefferson County criminal case dockets.
That screen leads to case summaries, not downloadable copies of the filed complaint or judgment.
Jefferson County Records Have Separate Custodians
The county's justice campus makes the split clear. The Jefferson County Courthouse at 311 S. Center Avenue holds the Clerk of Circuit Court, criminal hearings, filed cases, and the District Attorney. The Sheriff's Office and jail are next door at 411 S. Center Avenue. That second counter handles sheriff reports, booking questions, warrants, and sheriff open-record requests. A trip to the right block can still reach the wrong custodian if the record type is not identified first.

A municipal police department remains the custodian of its own incident report. Watertown, Fort Atkinson, Jefferson, and other local agencies do not send every report into one countywide public pool.
Official Wisconsin Background Checks
The Wisconsin Department of Justice Crime Information Bureau keeps the state's Centralized Criminal History repository. Adults may order a public name-based response through WORCS for $7. A paper result adds $5. Guests can place an order without an account, but they must save the receipt or order reference to retrieve the result. Police Certificates and Statements of Good Conduct require the proper mail form and a letter asking for certification.
Wisconsin's repository is fingerprint-supported, yet the public WORCS request is still a name search rather than a fingerprint identity match. Authorized statutory programs use a separate fingerprint channel. DOJ lists a $15 repository charge for qualifying government or nonprofit fingerprint-card checks, along with published program totals and collection charges. A person reviewing their own federal fingerprint history uses the FBI process instead. Each product has a different scope.
| Official product | Published charge | Use |
|---|---|---|
| WORCS name check | $7 | Wisconsin adult CCH name response |
| Paper WORCS result | Additional $5 | Paper copy of the response |
| Authorized fingerprint repository check | $15 repository charge | Limited statutory or program route |
| FBI Identity History Summary | $18 | Subject's own federal fingerprint review |
The DOJ background-check overview explains what CIB holds and why a local agency file may contain facts that the state result does not.
This official source is the right place to confirm current order rules before paying a fee.
WORCS Names Need Careful Matching
DOJ warns that the master name on a Wisconsin criminal history is the name used at first fingerprinting. It may not be the person's current or legal name. Alias and fraudulent-data sections can carry other names and birth dates. A same-name response is not enough to establish identity. Compare sex, race, birth date, height, weight, birthplace, and any available photograph. An arrest charge can also differ from the prosecutor charge and the final court count without any data error.
The WORCS order portal provides guest requests, account access, and prior-result retrieval.
Save the order reference after a guest request because it is needed to retrieve the response later.
| WORCS control | What it does |
|---|---|
| New Background Request | Starts a name-based Wisconsin CCH order |
| Guest order | Allows an order without registration |
| Order Reference Number | Retrieves a prior result |
| Security acknowledgement | Must be accepted before continuing |
Types of Criminal Records
Jefferson County criminal records are created as a matter moves from the street to a jail, prosecutor, court, and state system. The record at one stage does not replace the next. Police reports explain the agency's allegations and investigative work. Booking files document intake and custody. Circuit court files show filed charges, hearings, decisions, and sentences. CIB combines qualifying fingerprint-supported events with later prosecutor, court, and corrections reports.
Warrants are court orders tracked by law enforcement. Supervision files belong to the Wisconsin Department of Corrections Division of Community Corrections. Registry profiles are maintained by Wisconsin DOC for public notification. Juvenile, sealed, medical, victim, and security material can be restricted even when other parts of the matter remain public.
- Incident and arrest reports come from the sheriff, city police, campus police, or another arresting agency.
- Booking and custody files begin at the Jefferson County Jail after intake.
- Criminal court case files remain with the Clerk of Circuit Court.
- CCH responses come from Wisconsin DOJ through WORCS or an authorized channel.
- Supervision and registry records are administered by Wisconsin DOC.
Jefferson County Jail Records Go Mobile
The county does not publish a conventional live jail-roster form on its regular website. The official Jefferson County Sheriff WI app instead offers a “who is in jail” feature, warrant information, road closures, sex-offender tools, tips, and inmate-account deposits. The jail at 411 S. Center Avenue can also answer current custody questions at 920-674-8620. VINELink adds custody-status notices, while the Wisconsin DOC locator covers people transferred to state custody or placed on state community supervision.
The jail has 229 approved beds, split between 116 secure beds and 103 Huber or work-release beds. It can hold local detainees as well as contract, state, and federal prisoners. A person's presence there does not by itself prove a local arrest, a Jefferson County case, or a conviction. Use the arresting-agency report and WCCA case file to supply that context.
The Wisconsin DOJ reporting explanation shows how qualifying arrest data reaches the state criminal history repository.
The reporting chain helps explain why a new local booking and a later state history response may not match at once.
What a Jefferson County Criminal Record Shows
A Wisconsin CCH record is arranged around an identification segment and fingerprint-supported arrest cycles. WCCA is arranged by court case. A booking file is arranged around jail intake. Reading the heading and source matters as much as reading the fields. Charges can change at each stage, and a dismissed count can remain visible in an arrest cycle even when the court case ends without a conviction on that count.
| Name & Identifiers | Master name, aliases, birth data, physical descriptors, and SID or FBI identifiers when available. |
|---|---|
| Arrest / Booking Data | Agency, dates, arrest counts, booking identifiers, bond, and custody events in the relevant source. |
| Charges & Statutes | Alleged, filed, amended, or disposed counts with Wisconsin statute and severity labels. |
| Disposition | Dismissal, acquittal, conviction, read-in treatment, or another recorded outcome. |
| Sentence | Confinement, extended supervision, probation, restitution, and related judgment terms when public. |
| Custody / Supervision Status | County custody, state prison, probation, parole, or extended supervision in the system that covers that population. |
Wisconsin severity labels add context to charge rows. Felonies run from Class A through Class I, while misdemeanors run from Class A through Class C. The label states a statutory maximum, not the sentence imposed in one Jefferson County case. Read enhancements, the disposed count, and the judgment before comparing that maximum with the actual result. Municipal ordinance forfeitures are not criminal felony or misdemeanor convictions.
Correcting Jefferson County History Errors
A false name match or wrong CIB entry has a formal route. Wisconsin DOJ uses form DJ-LE-247 for a criminal-history challenge. If the error concerns a conviction or disposition, obtain a certified judgment or order from the Jefferson County Clerk and send that proof with the challenge. DOJ may issue a Wisconsin Unique Personal Identification Number, or WiUPIN, after a successful identity challenge so later searches can separate people with similar names.
The DOJ correction page separates identity challenges from requests to remove qualifying nonconviction fingerprints.
Use DJ-LE-250B only for an eligible nonconviction arrest event. It is not a way to erase a conviction or an entire mixed arrest cycle.
Public Access Laws
Wisconsin law generally favors inspection and copies of authority records, but it also recognizes statutory limits and a public-interest balancing test. The correct custodian must review its own record. The Clerk handles filed court material. Wisconsin DOJ handles CCH. The arresting agency handles its report. A custodian may redact victim, minor, driver, medical, security, or confidential investigative details, and sealed matters may not appear at all.
Key Statutes:
Wis. Stat. § 19.35 gives the public a presumptive right to inspect or copy authority records, subject to lawful limits.
Wis. Stat. § 165.83 governs criminal-history collection, fingerprint reporting, and later agency submissions.
Wis. Stat. § 165.82 sets state repository search fees and the paper surcharge.
Wis. Stat. § 973.015 sets Wisconsin's narrow sentencing-time expungement rules.
Request Jefferson County Sheriff Records
Sheriff open-record requests go to Megan Wegner, Administrative Assistant II, at 411 S. Center Avenue, Jefferson, WI 53549. Send email to openrecords@jeffersoncountywi.gov, mail a written request, or deliver it at the counter during weekday business hours. The office accepts calls at 920-674-7329 for questions, but it does not accept a records request by telephone. The county page refers to an online form, yet the inspected page did not expose a working link.
Describe names, locations, dates, times, incident type, officer names when known, the exact records wanted, and a callback number. Cash and checks are accepted, not credit or debit cards. An older published schedule listed ordinary copies at $0.25, a booking photograph at $2.50, and audio or disc products at $15. Confirm all charges before sending payment. Video review can extend the time needed. Once completion notice is sent, an unanswered request is archived after 30 days.
Note: A sheriff request cannot produce a Watertown, Fort Atkinson, or Jefferson Police Department report that remains with the city custodian.
Sealed, Expunged & Restricted
WCCA excludes closed case types such as juvenile proceedings and keeps sealed information off both the public Internet view and courthouse terminals. Public case documents are not posted through WCCA in any event. A missing search result is not proof that no record ever existed. Ask the Clerk about access rules without assuming that confidential material can be released.
Expungement under Wis. Stat. § 973.015 is narrow. The ordinary route generally requires that the person was under 25 at the time of the offense and that the offense carried no more than six years of maximum imprisonment. The judge must decide at sentencing that relief is available. Successful completion means no later conviction, no probation revocation, and completion of all sentence and probation terms. The discharge certificate then puts the order into effect.
Wisconsin expungement removes identity references from the court record. It does not invalidate the conviction or require police and prosecutors to destroy each independent file. DOJ also says an expunged conviction or pardon does not make the conviction arrest cycle eligible for CCH removal. Qualifying arrests that ended without charge, prosecution, or conviction use a different CIB review process.
The DOJ forms hub collects the current record-check and correction forms used for these distinct tasks.
The form name matters because a challenge, certified request, and nonconviction removal request produce different reviews.
Jefferson County Probation and Parole Records
Probation, parole, and extended supervision in Jefferson County are state functions. The Wisconsin Department of Corrections Division of Community Corrections serves the county through Units 109 and 111 at 163 W. Rockwell Street in Jefferson. Both use 920-674-7840. WCCA can show the judgment that imposed probation or extended supervision and later court events, while the Wisconsin DOC locator can confirm covered custody or community-supervision status.
Those public sources do not open an agent's whole file. Detailed rules, treatment information, violation history, and supervision notes can remain confidential. Probation is a court-ordered community sentence. Parole applies through older release structures and decisions of the Wisconsin Parole Commission. Extended supervision follows the prison portion of a Truth-in-Sentencing sentence. A supervision warrant or revocation event should be read in the source that records it, not inferred from a stale jail entry.
Jefferson County Warrants Need Live Verification
The Sheriff's Most Wanted page links a dated Outstanding Warrant Listing rather than a live search database. Its columns can include warrant number, name, city, warrant type, bond amount, bond note, and current age. The publication can become stale as warrants are issued, paid, cancelled, or served. Call the Sheriff's main line at 920-674-7310 before acting on any entry.
A bondable warrant may be resolved under the verified cash-bond instruction. A body-only warrant requires an appearance before a judge. WCCA can reveal a bench-warrant docket event, but it is not a real-time clearance tool and will not show sealed matters. Municipal ordinance warrants may also require direct contact with the issuing municipal court. Never pay from an unofficial message or try to detain a person named in a list.
Jefferson County Treatment Court Records
Jefferson County formed its Criminal Justice Collaborating Council in 2014 and operates Alcohol Treatment Court and Adult Drug Court. The programs combine court oversight, accountability, treatment, and coordinated services. The state CJCC profile says Drug Treatment Court serves high-risk participants whose nonviolent conduct is driven by substance-use disorder, using a risk-and-needs tool and several possible points of admission.
Program participation can create court events, agreements, and outcomes, but eligibility is not safe to infer from a docket label. Confirm present criteria with the program. The District Attorney also administers a First Offender Program for referred participants, with screening, conditions, restitution or fees where applicable, and deferred-prosecution monitoring. These local paths help explain why the public docket may show steps beyond a simple plea and sentence.
Criminal Records by City in Jefferson County
Watertown, Fort Atkinson, and Jefferson are the county's three largest incorporated cities. Each police department keeps its own incident reports, while each municipal court handles local ordinance citations rather than state criminal charges. Felony and misdemeanor prosecutions move to Circuit Court. Watertown adds a vital county-line check because the city spans Jefferson and Dodge Counties.
Watertown Criminal History
22,926 residents in 2020 · Six police request routes and a noncriminal municipal court
Fort Atkinson Criminal History
12,579 residents in 2020 · Required police request form and twice-monthly municipal sessions
Jefferson Criminal History
7,922 residents in 2020 · Police and municipal court share the Collins Road address
Read Jefferson County Crime Numbers Carefully
Jefferson County had an estimated 86,505 residents in 2025, but population does not turn one agency's activity into a countywide crime rate. The county has a sheriff, local police departments, campus law enforcement, and several dispatch systems. Watertown and Whitewater cross county lines. A figure for calls, stops, citations, arrests, reported offenses, or jail admissions measures a different event and may cover a different geography.
For example, 2025 committee minutes tied 1,159 stops, 532 citations, and 55 arrests to two grant-funded seat-belt and speed efforts. Those numbers describe enforcement under the grants, not all crime or arrests. Use Wisconsin DOJ or the FBI Crime Data Explorer, identify the agency and year, and compare the same measure across periods. Do not add municipal totals unless coverage and definitions match.
